Washington WRAP Act, including EPR and Bottle Bill, won't move forward in 2023
Though the Washington Recycling and Packaging (WRAP) Act passed out of House committees in February 2023, it did not receive a House floor vote. The bill would have created an extended producer responsibility (EPR) system and bottle bill, but did not manage to get sufficient support.
With increasing interest in addressing packaging, two recent webinars featured global trends in packaging EPR, and a national bottle bill "recycling refund" webinar (and related Waste Dive article on deposit return legislation). An April 13 webinar will explore how packaging EPR and bottle bill programs can coexist.
