SB 254, the Used Mattress Recovery and Recycling Act, introduced by Senator Hancock, would require mattress manufacturers to create and finance a mattress recovery and recycling system. SB 254 specified that a manufacturer may internalize the costs of implementation and a manufacturer may voluntarily establish a charge to be added to the purchase price of a mattress to reimburse manufacturers' costs, but was amended to compromise with competing mattress bill SB 245 and require that a visible 'advanced recycling fee' be placed on the purchase price of mattresses to pay for end of life management.

SB 254 passed the Senate Environmental Quality Committee on April 17 and was referred to Appropriations.
