Paint Stewardship legislation, Senate Bill 5424 and House Bill 1579, was introduced in January 2013 for the 2013-2014 session at the initiative of the paint industry American Coatings Association (ACA). The bills would have created a collection program for the recycling or proper disposal of unwanted architectural paint in Washington state, similar to industry-operated paint stewardship programs in other states, but failed.

2014 Legislative Activity

HB 1579 and SB 5424 were carried over into the 2014 legislative session, which began Jan. 13, 2014.

  • House Bill 1579 was heard Jan. 15, 2014 in House Environment: watch TVW video of the hearing.
    On Feb. 5, substitute House bill (SHB) 1579 passed out of the House Environment Committee. On Feb. 6, SHB 1579 passed out of the House Appropriations Subcommittee on General Government and Information Technology to the Rules Committee. SHB 1579 was not pulled from House Rules to receive a floor vote by the Legislature's Feb. 18 cross-over cut-off to remain viable, so died.
  • The Senate companion bill, SB 5424, did not receive a hearing in the Senate Energy, Environment and Telecommunications Committee prior to the Legislature's policy committee cut-off, so died.

2013 Legislative Activity

SB 5424 passed out of the Environment Committee on Feb. 21, 2013 and was heard in Ways and Means on Feb. 27, but failed to move out of committee before the March 1 deadline. Watch TVW video clips of the Feb. 27Feb. 21Feb. 14 and Feb. 13, 2013 Senate hearings.

In 2013, HB 1579 did not receive a hearing in the House.
