
The NWPSC is led by local governments in Oregon and Washington. The Council engages with other government agencies, companies, trade organizations, NGOs, and many others to develop and improve EPR policies and programs. The Steering Committee provides leadership to the Council. Associate Members contribute to the Council’s work in various Council Committees that work on specific issues or activities.
Steering Committee
The Steering Committee is the organizing and managing body of the Council. Members are representatives of government agencies and associations in Washington and Oregon who have signed a Letter of Agreement supporting product stewardship. Steering Committee members participate in Council Committee activities and their representative organizations provide funding and staff time to help implement NWPSC activities.

Associate Members
Associate Members are local, state, regional and federal government agencies, and non-profit organizations that support the NWPSC mission and product stewardship principles. Associate Members sign the Pledge of Support on behalf of their agency or organization and agree to support product stewardship policies and programs endorsed by the NWPSC as authorized by their organization or agency. All Associate Members are subject to approval by the NWPSC Steering Committee. Associate Members can participate in any of the Council Committees upon request, approved by the Steering Committee.
Community Members
Community Members are interested individuals and members of governments, businesses, and non-profits who support product stewardship and are interested in staying informed about the NWPSC and product stewardship activities in the Northwest. Community Members receive regular updates about EPR programs, legislation and opportunities for involvement through the NWPSC monthly newsletter.
Council Committees are generally comprised of representatives from government and NGOs that focus their work on specific activities, products or waste streams.
