
The Northwest Product Stewardship Council (NWPSC) is a coalition of government organizations in Washington and Oregon that operates as an unincorporated association of members and is comprised of a Steering Committee, Associate Members and Council Committees.
The NWPSC was established in 1999 and has led the nation with its efforts on Product Stewardship and Extended Producer Responsibility (EPR) policies and programs. The NWPSC has played a key role in establishing free and convenient takeback and recycling programs in Oregon and Washington covering electronics, mercury-containing lights, unused medication, paint and other product categories.
VISION
We live in a society where all people live well and sustainably. Producers are stewards for their products and contribute to just, healthy, inclusive, sustainable and vibrant communities, where waste and toxicity are minimized and products are designed for a circular economy.
MISSION
The NWPSC’s mission is:
1. to impact the design of products and packaging upstream;
2. to increase reusability and recyclability; and,
3. to enhance Washington’s and Oregon’s prevention, reuse, recycling and materials management systems;
by working with the waste and recycling industry, businesses, residents, NGOs, traditionally underserved communities, manufacturers and others to connect producers with the costs associated with the end-of-life management of their products in outcomes-based programs that provide mechanisms for:
• reducing waste;
• providing equitable access to and participation in programs;
• improving system transparency and accountability;
• increasing product / material reuse and recyclability; and,
• reducing the toxicity of their products.
OBJECTIVES
The objectives of the NWPSC are to:
• Educate elected officials, consumers and other decision makers on the benefits of product stewardship.
• Provide effective leadership on product stewardship initiatives in the region.
• Assist in coordinating product stewardship efforts in the Northwest and with national product stewardship initiatives whenever possible.
