Paint Stewardship legislation, House Bill 1571 and Senate Bill 5926, was introduced in January 2015 for the 2015-2016 session at the initiative of the paint industry American Coatings Association (ACA), similar to HB 1579 / SB 5424 from 2013-2014. The legislation would create a collection program for the recycling or proper disposal of unwanted architectural paint in Washington state, similar to industry-operated paint stewardship programs in other states.

2016 Legislative Activity

HB 1571 and SB 5926 were carried over into the 2016 legislative session, which began Jan. 11, 2016. HB 1571 passed out of the House on Feb. 10, 2016 and was heard in the Senate Energy, Environment & Telecommunications committee on Feb. 23 but did not advance prior to the Feb. 26 cutoff.

2015 Legislative Activity

Engrossed Substitute House Bill (ESHB) 1571 passed the House on March 5, 2015, and was heard in the Senate Committee on Energy, Environment and Telecommunications March 17, but did not move out of committee prior to the 2015 cut-off date. Substitute HB 1571 passed the House Committee on Appropriations Feb. 27, and the House Environment Committee on Feb. 12 (with an amendment to exempt the paint stewardship assessment from the B&O tax). Watch video of the Feb. 5, 2015 House hearing testimony, and March 17, 2015 Senate hearing.

In 2015, companion SB 5926 did not receive a hearing.
